No — it's the access layer underneath them, not a replacement. RFID zone control stops an uncertified person from entering; your existing LOTO and PPE procedures still govern what happens once someone's cleared to be there.

A scan at handoff logs the new custody and timestamp, so a search for a missing or overdue tool starts from its last recorded scan and shift, not a floor-wide search.
